ยง28-4ย Advises public officers.ย Theattorney general shall, without charge, at all times when called upon, giveadvice and counsel to the heads of departments, district judges, and otherpublic officers, in all matters connected with their public duties, andotherwise aid and assist them in every way requisite to enable them to performtheir duties faithfully.
