§28-5  Aids poor.  The attorney generalshall give counsel and aid to poor and oppressed citizens of the State andassist them in obtaining their just rights without charge; provided that theattorney general shall not be obliged to render such aid, counsel, andassistance, unless requested so to do by the governor, or by some one of theheads of departments.
