[§37-43]  Capital improvement projectallotment process.  The department of budget and finance shall carry outthe capital improvement project allotment process, which shall consist ofreviewing, prioritizing, and evaluating capital improvement project appropriationproposals submitted by state and county agencies to assure conformity withstatewide planning goals and objectives and executive priorities, and reportits findings and recommendations to the governor in order that such proposalsmay be considered for possible inclusion in the executive capital improvementproject budget that is to be presented to the legislature.  The departmentshall also review, analyze, and report on state and county capital improvementproject appropriation proposals that extend over wide geographical areas of theState and that have significant impacts upon economic development, land use,environmental quality, construction employment, and executive policydirections.
