[§39A‑223]  Compliance with state andlocal law.  The issuance of special purpose revenue bonds with respect toany project under this part shall not relieve any project party or other userof such project from the laws, ordinances, and rules of the State or anypolitical subdivision thereof, or any departments or boards thereof withrespect to the construction, operation, and maintenance of projects, compliancewith early childhood education and care laws or regulations, or zoning laws orregulations, obtaining of building permits, compliance with building and healthcodes and other laws, ordinances, or rules of similar nature pertaining to theproject, and such laws shall be applicable to such party or such other user tothe same extent it would be if the costs of the project were directly financedby the project party.
