§40-5  Annual reports.  The comptrollershall make an annual report to the governor and to the legislature.  Thecomptroller may, in the comptroller's yearly report, or in any special reportwhich the comptroller may at any time think fit to make, recommend any plansand suggestions that the comptroller may think fit or worthy of adoption forthe better collection, custody, and payment of the public moneys and the moreeconomical auditing and examining of the public accounts, and any improvementsin the mode of keeping these accounts that may at any time be brought to thecomptroller's notice, and generally report upon all matters relating to publicaccounts.
