§454-7  Fees, commissions, and charges. 
The commissioner may also adopt rules concerning maximum fees, commissions, and
charges on mortgage loan transactions.  The maximum fees, commissions, and
charges shall be related to the actual amount of money made available to the
borrower, over and above the indebtedness of prior mortgages.  The commissioner
may also adopt rules concerning the full disclosure of the fees, commissions,
