[§46-130]  Amendment or cancellation.  Adevelopment agreement may be amended or canceled, in whole or in part, bymutual consent of the parties to the agreement, or their successors ininterest; provided that if the county determines that a proposed amendmentwould substantially alter the original development agreement, a public hearingon the amendment shall be held by the county legislative body before itconsents to the proposed amendment.
