[§46-20.5]  Regulation of towing operations. Any law to the contrary notwithstanding, the council of any county may adoptand provide for the enforcement of ordinances regulating towing operations,including but not limited to ordinances relating to rates, equipment standards,hours of operation, storage and safeguarding of towed vehicles, recordsretention and inspection, insurance requirements, vehicle operatorrequirements, and tax clearances; provided that an ordinance shall not beeffective to the extent that it is inconsistent with any law or department ofhealth rule governing solid waste salvage facilities.
