§46-8  State and county co-sponsorship ofprograms.  The governor may enter into agreements with the council of anycounty providing for the co-sponsorship and joint development and maintenanceof programs and projects, within and for the county, which have been authorizedby the legislature or for which moneys have been appropriated by thelegislature.
