§47-2  Issuance authorized; limitation. Each county in the State shall have the power and is hereby authorized to issuegeneral obligation bonds of the county within the limitations, for thepurposes, upon the terms and conditions, and in the manner, provided in thispart.  The total funded debt of the county that is outstanding and unpaid atany time shall not exceed the limitation prescribed by the Constitution of theState.
