§49-2  Declaration of policy.  It isdeclared to be the policy of the State that any county acquiring, purchasing,constructing, reconstructing, improving, bettering, or extending an undertakingor establishing or administering a loan program pursuant to this chapter shallmanage the undertaking or loan program in the most efficient manner consistentwith sound economy and public advantage and consistent with the protection ofbondholders.
