§49-23  Consent of state agencies.  It
shall not be necessary for any county proceeding under this chapter to obtain
any certificate of convenience or necessity, franchise, license, permit, or
other authorization from any bureau, board, commission, or other like
instrumentality of the State in order to acquire, construct, purchase,
reconstruct, improve, better, extend, maintain, and operate an undertaking or
undertake the establishment of loan programs, but the powers and duties of the
bureau, board, commission, or instrumentality shall continue as heretofore. [L
