§50-5  Commission organization and
procedures.  No later than fifteen days after its members are appointed,
the charter commission shall organize and hold its first meeting and shall
adopt such rules and regulations for the conduct of its business as it deems
necessary and desirable.  Chapter 91 shall not be applicable hereto.  The
majority of the members of the commission shall constitute a quorum for the
