§54-11  Definitions.  As used in thischapter:

"Board" means the board of watersupply of each county;

"Council" means the council of eachcounty;

"County" means a county or city andcounty of the State;

"County attorney" means the legaladvisor of a county;

"County auditor" means the auditor orfinance officer of a county performing the audit function;

"County treasurer" means the countyofficial maintaining its treasury;
