§54-53  Organization and meetings.  Assoon as may be after January 1 of each year, the board of water supplyshall meet for the purpose of organization.  The board shall thereafter holdregular public meetings at a designated time and place.  The board may adoptsuch rules and regulations as it may consider necessary for the conduct of itsbusiness and the regulation of matters herein committed to its charge.  Amajority of the board shall constitute a quorum for the transaction ofbusiness; provided that the affirmative vote of at least four members of theboard shall be necessary to validate any action of the board.
