[§56-1  Authorization by the council.] The council of any county may acquire the land for and authorize theimprovement, construction, maintenance, repair and operation of publicoff-street parking facilities within the county.  The term "publicoff-street parking facilities" means and includes land necessary orconvenient for public off-street parking, rights-of-way, streets, or alleysnecessary or convenient for ingress to or egress from such public off-streetparking facilities, buildings, equipment, or any other property necessary orconvenient for off-street parking purposes.
