§76-12  General powers and duties ofdirector.  The director shall:

(1)  Represent the public interest in the improvementof human resources administration in the civil service;

(2)  Assist in fostering the interest of institutionsof learning and civic, professional, and employee organizations in theimprovement of human resources standards in civil service;

(3)  Advise the chief executive on policies andproblems concerning the human resources program; and

(4)  Make investigations concerning the administrationof human resources policies in the civil service, including any matterrespecting the enforcement or effect of this chapter or the rules adoptedthereunder, or the action or failure to act of any officer or employee withrespect thereto.
