§88-25  Vacancy.  If a vacancy occurs in
the office of trustee, the vacancy shall be filled for the unexpired term in
the same manner as the office was previously filled, except in the case of the
trustees elected by the members, in which case the vacancy may be filled for
the unexpired term by the appointment of a member by the remaining trustees of
