§89C-1  Purpose.  The legislature findsthat the appropriate authorities do not have sufficient flexibility to adjustthe wages, hours, benefits, and other terms and conditions of employment fortheir respective excluded public officers and employees.  The organizationalstatus and employment conditions of these individuals in the excluded group arediverse and include:  cabinet members, board and commission members, managerialemployees, and non-managerial employees; appointees, civil service employees, andemployees exempt from civil service; permanent and temporary employees; andfull-time, part-time, seasonal, casual, and intermittent employees.  Sufficientflexibility must be provided so that timely and relevant adjustments can bemade.  To this end, the legislature grants appropriate authorities thenecessary flexibility to make adjustments as provided in this chapter; providedthat nothing in this chapter shall be construed to interfere with or diminishauthority already provided to them.
