§90D-3 Commission; membership; vacancies. (a) Members of the commission shall be appointed by the governor on abipartisan basis subject to section 26-34. The commission shall consist of notfewer than fifteen and not more than twenty-five members. Not more than fiftyper cent of the commission plus one member may be from the same politicalparty. To the extent possible, the commission shall be balanced according torace, ethnicity, age, disability, and gender characteristics. All appointmentsshall be for three-year terms. Members shall not serve more than twoconsecutive terms. The commission shall include:
(1) An individualwith expertise in the educational, training, and developmental needs of youths,particularly disadvantaged youths;
(2) An individualwith experience in promoting the involvement of older adults in service andvolunteerism;
(3) Arepresentative of community-based agencies or community-based organizationswithin the State;
(4) Thesuperintendent of education, or a designee;
(5) Arepresentative of county governments;
(6) Arepresentative of local labor organizations in the State;
(7) Arepresentative of business;
(8) An individualbetween the ages of sixteen and twenty-five who is a participant or supervisorin a volunteer or service program; and
(9) Arepresentative of a national service program described in Title 42 UnitedStates Code section 12572(a), as amended, as a nonvoting, ex officio member.
(b) Thecommission may include:
(1) Membersselected from among local educators;
(2) Membersselected from among experts in the delivery of human, educational,environmental, or public safety services to communities and persons;
(3) Membersselected from among out-of-school youths or other at-risk youths; and
(4) Representativesof entities that receive assistance under the federal Domestic VolunteerService Act of 1973.
(c) Notmore than twenty-five per cent of commission members may be employees of stategovernment, though additional state agency representatives may sit on thecommission as nonvoting, ex officio members.
(d) Vacancies among the members, filled by the governor, shall serve for theremainder of the term.
(e) Themembers shall serve without compensation, but shall be reimbursed theirnecessary and reasonable expenses incurred in the performance of their duties,including travel expenses.
(f) Members currently serving under Executive Order 94-01 may be reappointed to anew three-year term and may serve two consecutive terms. [L 2002, c 88, pt of§1; am L 2006, c 56, §1]
