§91-13.1 Administrative review of denial or
refusal to issue license or certificate of registration. Except as
otherwise provided by law, any person aggrieved by the denial or refusal of any
board or commission subject to the jurisdiction of the department of commerce
and consumer affairs, to issue a license or certificate of registration, shall
submit a request for a contested case hearing pursuant to chapter 91 within
sixty days of the date of the refusal or denial. Appeal to the circuit court
under section 91-14, or any other applicable statute, may only be taken from a
