§101-3  Entry upon private property byagreement.  In the event the State or a county thereof enters uponprivately owned real property by authority of an agreement to acquire the realproperty either by voluntary action of the parties or by condemnation, theState or county is required to:

(1)  Reduce the agreement in writing;

(2)  File the executed written agreement promptly inthe bureau of conveyances;

(3)  Complete its part of the agreement, includingpayment in full of any money, within the period of two years immediatelysucceeding the date upon which the agreement is filed.

If the State or county does not so complete itspart of the agreement, the State or county shall pay to the property owner, inaddition to the sum due, interest of six per cent a year on the sum duecommencing with the end of the term of two years, and the property owner maybring suit against the State or any county to recover the sum together withinterest.
