[§101-72]  Negotiated purchase of privatepersonal property under threat of condemnation.  Any law requiringgovernmental purchase of personal property pursuant to competitive bidding tothe contrary notwithstanding, private personal property, sought to be acquiredunder threat of the exercise of the power of eminent domain, may be acquiredthrough negotiated purchase.
