[§103D-1009] Preference for qualifiedcommunity rehabilitation programs. When a governmental body contracts forservices, a five per cent preference shall be given to services to be providedby nonprofit corporations or public agencies operating qualified communityrehabilitation programs in conformance with criteria established by thedepartment of labor and industrial relations pursuant to chapter 91; providedthat contracts awarded under this section shall be exempt from the wagesprovision of section 103-55. The policy board shall adopt rules under chapter91 to establish the preference for nonprofit corporations or public agenciesoperating qualified community rehabilitation programs consistent with thissection.
