[§103F-103]  Education and training. The administrator of the state procurement office, either alone or incooperation with the heads of the purchasing agencies, may develop acomprehensive education and training program for the purchase of health and humanservices.  The program shall be available to agency employees, providers, andall other interested members of the public.
