§103-2  General fund.  All revenues ofthe State or of any agency thereof not specifically appropriated to otherpurposes shall be general realizations of the State to be available for generaluse in financing government operations and services, which revenues andrealizations in their aggregate are herein referred to as the "generalfund."  Expenditures from this fund shall be authorized by the legislaturethrough appropriations or otherwise, and expenditures shall be made inaccordance with laws and regulations governing the expenditure of public fundsgenerally.
