§103-40  Federal-aid highway contracts. Anything in section 103D-309 to the contrary notwithstanding, any federal-aidhighway contract shall be binding and of force if the director of financecertifies that the director anticipates the accrual of an amount in the highwayfund sufficient to pay the State's share of the contract before the performancecontracted for is completed.
