§103-9  False certificates or approval;penalty.  Any public officer or employee who falsely certifies or approvesfor payment any bill or voucher, or any claim against the State or any county;or who causes or authorizes the purchase of any materials or supplies or theperformance of any service or labor on behalf or for the benefit of the Stateor any county, in the absence of any appropriations, or in excess of anyappropriations made for such purposes, with the intent that the materials orsupplies so purchased or the service or labor so performed shall be paid for bythe State or county shall be fined not more than $500, or imprisoned not morethan one year, or both.
