[§125C-5]  Publication of rules anddeclarations.  Within five days after the date of filing with thelieutenant governor of each rule or declaration, the governor shall make therule or determination known to the persons affected by it by publication at leastonce in a newspaper of general circulation in the State and in a newspaper thatis printed and issued at least twice weekly in the county within which thoseaffected persons reside.
