ยง125-2ย  Powers in an emergency.ย  If thegovernor declares that an emergency as defined in section 125-1 exists, thegovernor or the governor's authorized representatives, to make availablecommodities necessary to the public health, safety, or welfare, or to insurethe availability of commodities required to maintain commerce to or within theState under normal conditions, may:

(1)ย  Whenever the availability of shipping spacedepends upon determination by the governor or the governor's authorizedrepresentatives, of the emergency needs of the population, allocate space toand among types of commodities and consignees, such distribution of space amongconsignees to be upon an equitable basis so far as reasonably practicable.

(2)ย  Charter or affreight a ship or ships, make anyother arrangements, including contracts of guaranty, for the procurement ofships and any other means of transportation, and transport cargoes to theState. Cargoes from the State may be transported on any return voyage.

(3)ย  Purchase and resell, or otherwise distributecommodities.
