ยง127-4ย  Additional disaster relief powers ofthe director.ย  In performing the director's duties under this chapter, thedirector of disaster relief may:

(1)ย  Make, amend, and rescind, with the approval ofthe governor, all orders, rules, and regulations necessary to carry out thischapter.ย  Chapter 91 shall not apply to such orders, rules or regulations.

(2)ย  Prepare comprehensive plans and programs fordisaster relief, these plans and programs to be integrated and coordinated withthe plans of the federal government to the fullest possible extent, andcoordinate the preparation of plans and programs for disaster relief by thepolitical subdivisions of the State, the plans to be integrated into andcoordinated with the disaster relief plan and program of the State to thefullest possible extent.

(3)ย  In accordance with the plans and programs fordisaster relief, procure supplies and equipment, institute public informationand training programs, and take all other preparatory steps including thepartial or full mobilization of disaster relief organizations in advance ofactual disaster to insure the furnishing of adequately trained and equippeddisaster relief units in time of need.

(4)ย  Make such studies and surveys of the industries,resources, and facilities in this State as may be necessary to ascertain thecapabilities of the State for disaster relief, and plan for the most efficientemergency use thereof.

(5)ย  Coordinate mutual aid plans between politicalsubdivisions.
