§127-8  Appropriations and authority toaccept services, gifts, grants, and loans.  (a)  Each political subdivisionmay make appropriations in the manner provided by law for making appropriationsfor the ordinary expenses of the political subdivision for the purposes and thepayment of expenses of its local organization for disaster relief.

(b)  Whenever the federal government or anyagency or officer thereof, or any other agency, public or private, shall offerto the State or to any political subdivision services, equipment, supplies,materials, or funds by way of gift, grant, or loan for purposes of disasterrelief, the director of disaster relief on behalf of the State or a deputydirector on behalf of the political subdivision may accept the offer and receivethe services, equipment, supplies, materials, or funds, subject to theconditions and terms of the offer.
