§128-12  Local organizations for civildefense.  Each political subdivision shall establish local organizationsfor civil defense in accordance with state civil defense plans and programs. The deputy director for each political subdivision shall have directresponsibility for the organization, administration, and operation of the localorganizations for civil defense, subject to the direction and control of thegovernor and director of civil defense, and subject to the assumption of directoperational control by the governor or the director as provided in thischapter.  Each local organization for civil defense shall perform civil defensefunctions within the territorial limits of the political subdivision withinwhich it is organized, and, in addition, shall conduct such functions outsideof such territorial limits as may be required pursuant to this chapter.
