§128-26  Proclamations, how made; service of
papers.  Every proclamation of the governor for which provision is made by
this chapter, shall be promulgated by publication thereof, or when immediate
promulgation is necessary in the opinion of the governor, who shall be the sole
judge thereof, by official announcement thereof by means of radio broadcast or
such other means as may be available.



Any process, notice, or order, service of which
is provided for by this chapter, may be served by any police officer or person
authorized by the governor, any other provision of law to the contrary
