§128-32  Misdemeanors.  Any personviolating any rule or regulation of the governor prescribed and promulgatedpursuant to this chapter and having the force and effect of law, shall, if itshall be so stated in the rule or regulation, be guilty of a misdemeanor.  Uponconviction the person shall be fined not more than $5,000, or imprisoned notmore than one year, or both.

Any person who, wilfully or through grossnegligence, destroys, damages, or loses any shelter, protective device, orwarning or signal device, shall if the same was installed or constructed by theUnited States, the State, or a political subdivision, or is the property of theUnited States, the State, or a political subdivision, be fined not more than$2,000 or imprisoned not more than ninety days, or both.  The governor, by ruleor regulation, may make further provisions for the protection from misuse ofshelters, protective devices, and warning and signal devices.
