ยง132-16ย  State fire council; composition;functions.ย  (a)ย  There is established a state fire council which shall beplaced within the department of labor and industrial relations foradministrative purposes.ย  The state fire council shall consist of the firechiefs of the counties.ย  The state fire council may appoint an advisorycommittee to assist it in carrying out its functions under this chapter.ย  Theadvisory committee may include the heads of the various county buildingdepartments, a licensed architect recommended by the Hawaii Society of theAmerican Institute of Architects, a licensed electrical engineer and a licensedmechanical engineer recommended by the Consulting Engineers Council of Hawaii,a representative of the Hawaii Rating Bureau, a representative of the Hawaiifirefighters association, representatives of the county fire departments, andsuch other members of the public as the state fire council may determine canbest assist it.ย  The state fire council shall elect a chairperson from among itsmembers.

(b)ย  [See note below.]ย  In addition toadopting a state fire code pursuant to section 132-3, the state fire councilshall:

(1)ย  Administer the requirements for reduced ignitionpropensity cigarettes, in accordance with chapter 132C; and

(2)ย  Serve as a focal point through which allapplications to the federal government for federal grant assistance forfire-related projects shall be made.ย  Upon the receipt of any such federalgrants, the state fire council shall administer those federal grants.

(c)ย  The state fire council may also:

(1)ย  Appoint advisory committees comprised ofrepresentatives from each county fire department to assist in drafting thestate fire code and coordinating statewide training, data collection, andcontingency planning needs for firefighters; and

(2)ย  Advise and assist the county fire departmentswhere appropriate, may prescribe standard procedures and forms relating toinspections, investigations, and reporting of fires, may approve plans forcooperation among the county fire departments, and may advise the governor andthe legislature with respect to fire prevention and protection, life safety,and any other functions or activities for which the various county firedepartments are generally responsible.
