[§135-2]  Authority of chief of police andtheir authorized representatives.  In times of an emergency or trafficaccident, the chief of police may divert vehicles, pedestrians, bicyclists, ora combination thereof, onto existing private roads or pathways on private realproperty for the purpose of accommodating the movement of people and vehiclesaway from an emergency or traffic accident area.
