[§138-12]  Service contracts.  A
wireless provider shall not be required to provide wireless enhanced 911
service until the wireless provider and the public safety answering point
providing wireless enhanced 911 service in the county or counties in which the
wireless provider is licensed to provide commercial mobile radio service have
entered into a written agreement setting forth the basic terms of service to be
