[§145-28]  Administration of oath.  Whena complaint is made by officers and employees as described in section 145-25(2)to any prosecuting officer of the violation of this part or of any rulesadopted pursuant thereto, the officer or employee who issued the citation andsummons shall subscribe to it under oath administered by another official ofthe department whose name has been submitted to the prosecuting officer and whohas been designated by the chairperson of the board of agriculture toadminister the oaths.
