[§147-123]  Cooperative agreements andcontracts to provide agricultural crop certification services.  Thedepartment may enter into cooperative agreements with the United StatesDepartment of Agriculture or other agreements and contracts with private partiesor other governmental agencies for the purposes of certifying seed.
