[§147-127]  Certificate as evidence.  A
certificate issued under this part and all certificates issued under the
authority of the Congress of the United States relating to matters covered by
this part shall be acceptable in any court of this State as prima facie
evidence of the genetic purity, identity, quality, and condition of seed at the
