ยง159-37ย Records; subject to examination.ย (a)ย For the enforcement of this chapter, the following classes of personsshall keep records as the board may prescribe and all persons subject to therequirements shall, at all reasonable times, upon notice by a duly authorizedrepresentative of the board, afford the representative or any duly authorizedrepresentative of the Secretary of Agriculture access to their places ofbusiness and opportunity to examine the facilities, inventory, and recordsthereof, to copy all of those records, and to take reasonable samples of theirinventory upon payment of the fair market value therefor:
(1)ย Any person who engages, in or for intrastatecommerce, in the business of slaughtering any cattle, sheep, swine, goats,horses, mules, or other equines, or preparing, freezing, packaging, or labelingany carcasses, or parts or products of carcasses, of any animals, for use ashuman food or animal food.
(2)ย Any person who engages in the business of buyingor selling as meat broker, wholesaler or otherwise, or transporting inintrastate commerce, or storing in or for commerce, any carcasses, or parts orproducts of carcasses, of any animals.
(3)ย Any person who engages in business, in or forintrastate commerce, as a renderer, or engages in the business of buying,selling, or transporting, in commerce, any dead, dying, disabled, or diseasedcattle, sheep, swine, goats, horses, mules, or other equines, or parts of thecarcasses of the animals that died otherwise than by slaughter.
(4)ย Any person who engages in the business of customslaughtering or preparing any cattle, sheep, swine, goats, horses, or otherequines for use as human food or animal food.
