ยง171-28ย Government-owned Hawaiian fishponds.ย (a)ย The board may investigate and develop scientific commercialmanagement practices for government-owned Hawaiian fish ponds and reconstruct,rehabilitate, improve, and stock the fish ponds; and expend moneys from thespecial land and development fund.ย All revenues derived from anygovernment-owned Hawaiian fish pond shall be deposited in the fund.
(b)ย The board may lease government-ownedHawaiian fish ponds with legislative authorization as provided under section171-53(c); provided that in lieu of legislative authorization, the board maylease such fish ponds if:
(1)ย A public hearing is conducted on the proposedlease on the island where the fish pond is located;
(2)ย The board finds that the proposed lease does notcause a substantial adverse environmental or ecological impact on the fish pondor surrounding area; and
