ยง185-3ย Powers and duties of theadministrator and managers.ย (a)ย The administrator shall be responsible tothe board for supervision of the organization plans and actions of themanagers.
(b)ย The administrator shall have the power andduty to:
(1)ย Review and approve plans prepared by themanagers;
(2)ย Establish procedures and guidelines for theprevention, control, and extinguishment of fires coming within the meaning ofthis chapter;
(3)ย Establish procedures, guidelines, and conditionsfor the issuance of burning permits and for determining periods when forestreserves, public hunting areas, wildlife and plant sanctuaries, and naturalarea reserves shall be closed;
(4)ย Close or partially close forest reserves, publichunting areas, wildlife and plant sanctuaries, and natural area reserves, byrestricting certain activities when necessary;
(5)ย Summon, when necessary, additional firefightingassistance, equipment, supplies, and materials needed to extinguish fires; and
(6)ย Do any act which the manager is empowered toperform under this chapter.
(c)ย The manager shall have the power and dutyto:
(1)ย Prepare a plan for fire protection within themeaning of section [185-1.5];
(2)ย Take necessary measures for the prevention,control, and extinguishment of fires coming within the meaning of this chapter;
(3)ย Issue fire warning notices during dry periods orother seasons when fire hazards are great;
(4)ย Close forest reserves, public hunting areas,wildlife and plant sanctuaries, and natural area reserves to public access orrestrict their use during dry periods when necessary, to reduce fire risk;
(5)ย Close public access to areas in which firecontrol operations are ongoing;
(6)ย Issue burning permits as provided in section185-7;
(7)ย Receive, audit, and if correct, approve andtransmit to the department through the administrator, all reports and accountsfor expenses incurred in the prevention, control, and extinguishment of anyfires which come within the meaning of this chapter;
(8)ย Summon, when necessary, additional firefightingassistance, equipment, supplies, or materials to assist in fighting a fire;
(9)ย Assume full responsibility for directing thecontrol and extinguishment of any fire coming within the meaning of thischapter, including directing the control and extinguishment of any fire on orthreatening any lands included in section [185-1.5] as may be provided forunder mutual aid agreements with other fire control agencies; and
(10)ย Conduct educational work in the protection offorest reserves, public hunting areas, wildlife and plant sanctuaries, andnatural area reserves against fires.
