[§188F-5]  Review.  A review of theeffectiveness of the West Hawaii regional fishery management area plan shall beconducted every five years by the department of land and natural resources, incooperation with the University of Hawaii.  The department shall submit areport of its findings and recommendations based on the review to thelegislature no later than twenty days before the convening of the regularsession following the review.
