[§201-16]  Annual report; workforce
development.  The department of business, economic development, and tourism
shall submit an annual report to the legislature on the department's efforts to
increase the number of high-skilled jobs in targeted industry clusters
consistent with the efforts of the workforce development council.  The
department of business, economic development, and tourism shall post the annual
