§212-3  Designation and approval of governorfor application.  Any public corporation which is duly designated andapproved by the governor may make application to the Foreign-Trade Zones Boardof the United States for the purpose of establishing, operating, andmaintaining a foreign-trade zone in accordance with the Act of Congress in anyport of entry in the State.
