§214-1  State grants-in-aid systemestablished.  There shall be a state system of grants-in-aid to the severalcounties for the purpose of encouraging, stimulating, and assisting theeconomic development of the several counties by capital improvement projectswhich are a part of the general plan of the State, or which will reasonablystrengthen the economic development of the counties.
