ยง226‑107ย  Quality education.ย Priority guidelines to promote quality education:

(1)ย  Pursue effective programs which reflect thevaried district, school, and student needs to strengthen basic skillsachievement;

(2)ย  Continue emphasis on general education"core" requirements to provide common background to students andessential support to other university programs;

(3)ย  Initiate efforts to improve the quality ofeducation by improving the capabilities of the education work force;

(4)ย  Promote increased opportunities for greaterautonomy and flexibility of educational institutions in their decisionmakingresponsibilities;

(5)ย  Increase and improve the use of informationtechnology in education by the availability of telecommunications equipmentfor:

(A)ย  The electronic exchange of information;

(B)ย  Statewide electronic mail; and

(C)ย  Access to the Internet.

Encourage programs that increase the public'sawareness and understanding of the impact of information technologies on ourlives;

(6)ย  Pursue the establishment of Hawaii's public andprivate universities and colleges as research and training centers of thePacific;

(7)ย  Develop resources and programs for earlychildhood education;

(8)ย  Explore alternatives for funding and delivery ofeducational services to improve the overall quality of education; and
