§226-59  State programs.  (a)  Theformulation, administration, and implementation of state programs shall be inconformance with the overall theme, goals, objectives, and policies, and shallutilize as guidelines the priority guidelines contained within this chapter,and the state functional plans approved pursuant to this chapter.
